Bunker 11 takes more than a card or code to unlock. You need to follow a multistep Easter egg that uses ringing phones scattered across Verdansk. Once you find an active telephone, you must listen for audio clues in Russian. These clues tell you the order of phones to visit next. After finishing the chain, you will get access to Bunker 11.
